WALKER-OTIS LAW ARGUED. Attorneys Cook and Ach Assail California Anti-Betting Statute in Appellate Court. San Francisco, Cal.. August 24. Designating the Walker-Otis anti-lotting law void and unconstitutional because it designates a violation of the law a felony, requiring jury trial, and yet confers upon the trial judge the power to make the offense a felony or a misdemeanor, according to the punishment meted out to the guilty, attorneys Henrv Ach and Carroll Cook argued before justices of the Appellate Court yesterday against that measure. If their arguments are sustained, it may mean racing in California, as well as other states of the union which are said to have identical laws. The attorneys argued that the law passed by last winters legislature vested in the trial judge the right which only the governor of a state has, viz.: That of reducing a felon to a culprit.
