NEW YORK PLANS ARE MATURING. According to excellent authority, hills aiming to restore racing in the State of New York have been drawn after much deliberation and are expected to be introduced at Albany this week. The measures are said to amend the so-called directors liability law, to define the meaning of the word "bookmaker" and to restore the tax on gross receipts to he devoted to the state and county fairs. The measures have the undivided support of the fair associations. New York Sun.
