FRANCIS NELSON GOING TO TIJUANA According to Jack Atkin, wno has been doing missionary work in the east and Kentucky on .behalf of the coming winter meeting at Tijuana, Mex., Francis Nelson, the well-known Canadian racing official, lias been tendered the position of presiding steward at Tijuana and lias accepted it. Mr. Nelson, who Is at present at his home In Toronto," Ont., will have" entire charge of the racing and choose his own assistants. The name of Francis .
