Y., April 14.— At a meeting of the stewards of the National Steeplechase and Hunt Association held Thursday, the following amendments to the rules were adopted : Rule 42. Section V. — No jockey shall be weighed out for, or ride, in any steeplechase or hurdle race unless he is wearing a skull cap of a pattern approved by the stewards of the National Steeplechase and Hunt Asso-ciaMon. This rule shall not apply to gentleman riders. Rule 86, Section XrV— The secretary of each racing association shall retain two per cent of the gross value to the winner of all steeplechases stake or purse exceeding ,000, and one per cent of the ,000 or less, and shall pay these amounts to the National Steeplechase and Hunt Association. N. B. — This fee shall not apply to meetings sanctioned by the Huns Committee. The following applications for certificates as gentleman riders were approved, subject to confirmation by the Hunts Committee : Raymond Belmont, Louis W. Mertz, H. R. Toland. J. Van Holland Davis, A. J. Davis, J. T. Skinker, Roger H. Bailey, Herbert R. Furse. George A. Saportas, Jr., and Arthur McCashin. Sanction was granted to the following racing associations to include steeplechases in their programs : Westchester Racing Association — Spring meeting, May 22 to June 13 ; autumn meeting, September 1 to September 15. Queens County Jockey Club — Summer meeting, June 15 to July 7 ; autumn meeting. September 16 to September 30. Saratoga Association — July 31 to August 29. The following were named to officiate as stewards to represent the National Steeplechase and Hunt Association at the meetings sanctioned : Belmont Park — A. Henry Higginson. Aqueduct — Spring, F. S. von Stade ; autumn, J. E. Davis. Saratoga — H. W. Sage. Pay— Whitney was elected a member of the association. The following licenses were granted : Jockeys— I. Barrett, T. Berry, W. Bethel. Thomas Fennessey, W. C. Green, Barrett Haynes, F. Houghton, W. Mahoney, W. Marsters, M. S. OConnor, W. J. Phillips, W. Rosen, V. Powers, James Russell, Charles Smoot, John Tammaro, D. Byers, B. Kleeger and C. Jones. Trainers— William Booth, T. J. Donohue, Max Hirsch, Edwin Kennedy, John Lambert, John J McDonald, M. S. OConnor, Vincent Powers, W. Rosen, Matt Smart, Raymond Smart and J. Howard Lewis. Authorized agents approved — I. Barrett for ML Smart, James Healy for Mrs. Alexander Brown, J. T. Kermath for Walter J. Salmon, W. Rosen for L H. Conger, Matt Smart for Samuel Ross, Max Hirsch for Mrs. George W. Loft, William Booth for J. R. Macomber and Bayard Tuckerman, Jr.
