ADOPT NEW SCRATCH RULE NEW YORK, N. Y., June 1.— James E. Hyde, president of the Queens County Jockey Club, made it known during the afternoon that Joseph E. Wideners no scratch rule, "which was such a success at the present Belmont Park meeting, would be continued at Aqueduct. When the book of the meeting was issued virtually the old rule, permitting scratching until 1 :30 oclock was a regulation, but since being issued the change has been decided upon.
