STEWARDS FINE PHILLIPS MONTREAL, Que., June 18.— The stewards issued a ruling after the running of the fifth race and jockey Phillips, who had the mount on the winner, Flamingo, was fined 0 for failing to keep his mount straight. When Phillips went to the whip Flamingo swerved over to the inside.
