TEXAS RACING COMMISSION AUSTIN, Texas, Aug. 2. Frank Scof ield of Hillsboro, well known horse and cattle breeder, has been appointed chairman of the Texas State Racing Commission by Governor Ferguson. Henry Edwards, Dallas tax commissioner, and J. E. McDonald, Waxa-hatchie, commissioner of agriculture, are the other members of the commission. Chairman Scofield announced soon after his appointment that the first permit for a race meeting under the recently enacted Texas law permitting pari-mutuel wagering upon horse races would go to the Arlington Downs track of the Waggoners, midway between Dallas and Fort Worth. The meeting probably will be held in October. Plans for many improvements have been announced at Arlington Downs.
