STEPS TO ERADICATE EVILS Hawthorne .Management Calls Attention of Horsemen to Rule 205 Act Against Infractions. CICERO, Hi., Aug. 2 The Hawthorne track management took important steps, to keep its racing clear of horses stimulated in violation of the rules. General manager Joseph A. Murphy consulted Lieut. W. F. Bowler, for seventeen years connected with the local narcotic division, in co-operation with the United States government, and Sergeant John J. Walsh, for seven years in the same department, and discussed at length with them the best method to eradicate the evils which the government claims have been existing. The Hawthorne management was promised the most active co-operation from these officers, and they have agreed to aid in every possible way in clearing the situation. The Hawthorne management at the same time sharply called to the attention of horsemen Rule 205 of the Rules of the Illinois Turf Association, reading as follows: "No injection of drugs shall be made, no drench of anything shall be administered, and no electrical, mechanical or other appliance other than the ordinary whip and spur shall be used for the purpose of stimulating the horse or affecting him in a race." Any person so offending shall be ruled off." Peremptory notice was given that should any report be made by government or local officials of any infraction of this rule, the stewards would enforce it to the letter. Hawthorne has always prided itself that the use of stimulants was being gradually abandoned by horsemen and that was one of the reasons why the open-air paddock was established at the track as horses there are under the surveillance of the officials at all times before the race; and for that matter they are also before the public. Ti- stall starting gate has also done much to reduce any. evils of stimulation, as horses which refuse to enter the stalls are placed on what is known as the stewards list and are not permitted to start in races.
