WEATHER DECIDING FACTOR LOLTISVILLE. Ky.. May 2.— Col. Matt J. Winn, the man who built the Kentucky Derby up into one of the greatest sports spectacles of the western hemisphere, said that though he never bets on a horse race he always feels like the biggest gambler at Churchill Downs the afternoon of the Derby. "Of course, we won. Because after all with the directors of the Churchill Downs the success of the Derby means only the manner in which it is accepted by the public. The weather has everything to do with that. I therefore feel we were extremely lucky in having rain all around Churchill Downs Friday and Saturday and yet the Derby throng was spared. What a break! From the outside this looked like one of our biggest and best Derbys. People were here who never had seen a Derby. Naturally, we wanted to show the race, the track and our fine city of Louisville to best advantage. The splendid weather made all that possible, and above all, it made it pleasant for the thousands who turned out. We have had bad luck on occasions with Derby weather, so when we have good luck we cant help but fe-el like a winner," said Colonel Winn.
