IGNORANCE OF RULES COMMON COMMONKeeneland Keeneland Stewards Discuss and andPlan Plan Ways to Acquaint Riders RidersWith With Racing Regulations LEXINGTON Ky May 5 C Barry Shan ¬ non fiscal man for Col E K Bradley was one of the honorary stewards in service at the Keeneland race meeting the presiding steward of which was Pierre Lorillard Jr In the course of a chat today Shannon said that many subjects looking to improvement in the sport of racing and to the general benefit of all persons interested in the sport were discussed by the stewards during their afternoons at Lexingtons splendid course courseOne One afternoon the talk was about amazing lack of information about the rules of rac ¬ ing displayed by jockeys generally The out ¬ growth of this confab was a determination on the part of those participating to underr take to see that riders have a better knowl ¬ edge of the rules As a first step the National Association of State Racing Commissioners is to be asked to request racing stewards everywhere to pick out certain rules with which the riders should first be made ac ¬ quainted and then from time to time issue other selections from the rules to be pre ¬ sented for study by the boys boysIt It may surprise the average owner or trainer to know that jockey Meade claimed that he did not know that jockeys are not permitted to make bets on races when they are riding unless it be on the horse ridden by the jockey himself said Shannon But when one goes farther into the situation it becomes less surprising There is no teacher of the rules to whom the boys may go What they get generally is selfinterpretation of the rules as they read if they read from the books issued by the racing commissions or what comes to them orally from trainers generally not so well informed themselves and less well informed fellow jockeys
