SPECIAL RATE FOR EL PASO SHIPMENTS. New York, September 17. The Interstate Commerce Commission has given sanction to a special rate on horse shipments between New York and El Paso. After the 15th of October a carload of sixteen horses with six men may lie transported bv express shipment from anv one of the Long Island tracks to El Paso for 15. No additional charge will be made for transporting the men.
