Busher and Happy Issue Each Get 126 for Santa Margarita ARCADIA. Calif., June 29.— Louis B. Mayers Busher and Happy Stables Happy Issue were assigned equal top weight of 126 pounds for the 0,000 Santa Margarita Handicap at a mile and sixteenth, feature of Santa Anitas Fourth of July holiday card. On the weight scale, however, Busher is conceding her rival, 10 pounds, being pegged that much over the scale whereas Happy Issue has been held equal on the scale.
