Change Red Troops in China TAIPEI, Formosa, May 4 — UP.— A Nationalist intelligence report said today the Russians have sent 23,000 troops into Communist China and are building up Chinese Red land, sea and air forces. The report said Josef Stalin and Chinese Communist Leader Mao Tze-Tung have worked out a plan to conquer Indo-China through infiltration and touch off revolutions in Burma, Trailand and India.
