CHINN BILL COMES UP TODAY. Frankfort, Ky., March 5. The Chinn racing commission bill was held back today at the request of President Charles Grainger and others interested in the New Louisville Jockey Club, but will be called up tomorrow morning. Senator Chinn says the measure Is certain to be passed. An amendment will likely be adopted to prevent the commission from having absolute power to refuse a regularly incorporated racing association a license to operate. It is possible that some legislator will try to tack on an antl-poolroom amendment, but this will be defeated, say the friends of the bill.
