MURPHY GETS AN OFFER FROM HAVANA. St. Louis, Mo., August 1. Joseph A. Murphy has been tendered the position of presiding judge at the new Havana racetrack. Judge Murphy has not accepted the offer, though the inducements are such that be may do so. The City Park management wants his services during the coming winter meeting. He has signed no contract with the City Park people, but, will give them the preference if the terms are as satisfactory as those of the Cuban promoters, " ft
