NO CHANCE FOR THE "INDEPENDENTS." Memphis, Tenn., August 1. There will be "no fall meeting for runners at the Billings trotting track. Announcement was made today that the St. LouU people who endeavored to secure the course for an "independent" meeting, regardless of the Western Jockey Club or American Turf Association sanction, had been turned down.. Although no names were mentioned, it is said, apparently on the best of authority, that Patrick Carmody, promoter of the Union Park racing in St. Louis, was at the head of a syndicate trying to secure the Billings track.
