NORFOLK A FINANCIAL FROST. Lexington, Ky., November 2. Wayne Lewis was at Norfolk with the string of G. W. J. Bissell, and. went from there to Louisville in the expectation that a meeting would be held at Churchill Downs. When the "dates were transferred to Latouia, however.
