JUVENILE RACING RESTRICTION MOVE. New York, July 21. The next legislature will be asked to pass a bill restricting the racing of two-year-olds, according to a report current in racing circles. The measure lias the support of some breeders, it is said, who have maintained for some time that the strain upon young racers Is too great. The liill, which has already been drafted, provides that no association in the state shall offer races for two-year-olds until August 1. By this time, it is contended, the youngsters will have reached a stage of development where they can undergo the strain without serious results. F. K. illltehcock. in an interview today, said he had not heard of the proposed legislation. "The English rule of keeping prizes for juveniles at a maximum of 200 pounds before the first of June each season," he said, "is a wise one. The prospect of winning abnormally rich stakes in the spring force trainers to hurry the preparation of their young material, with freipiently disastrous results. , . "I think many a first-class young horse of tender years has leen ruined by the excessive demands inade niton him early in the season," added Mr. Senator Christy Sullivan ridiculed the possibility of such a measure being passed. "It has not a chance in a million." he exclaimed.
