ANOTHER COMPLAINT AGAINST E. DUGAN. New York. Jnly 2S. J. L. McGinnis. owner of Shannon, which was defeated in the fifth race at Empire City on Tuesday by Dullcare, with E. Dugan up, has made formal complaint to the stewards of tlie Jockey Club against Dugan, alleging that be not only fouled Shannon with his own mount, but tried to induce McGee, another jockey in the nice, to emulate his example. McGee corroborated the statement ot the McGinnis" jockey that Dugan had called on him to pull over in front of Shannon in order to prevent the latter from getting through on the inside on the far turn.
