GOVERNOR HUGHES INVESTIGATING. New York, Septemlcr 7. To investigate reports made to him that the Hart-Agnew law was being flagrantly violated at Sheepshead Bay. Governor Hughe dispatched four personal representatives to the frock for the purpose of observing conditions as they actually exist. The governors representatives, it is said, have so far failed to discover the recording of any liets or any other violations of the law alleged in the complaint made.
