GENERAL NEWS NOTES OF THE DAY CHICAGO, 111.. September 20. Weather forecast: Illinois and Wisconsin Probably showers tonight and Sunday; cooler Sunday; fresii to strong southwest winds. Missouri Probably thuiidershowers this afternoon or tonight; Sunday partly cloudy and cooler. General forecast: Showers are indicated for the western lake region and upper Mississippi Valley tonight and probably Sunday; also rain tonight for Wyoming. Moreover, in the lower Missouri Valley, the weather will be more or less unsettled, but without much rain, if any. The temperature will be lower iu the plains states tonight and Sunday and in the sections farther ast on Sunday. WATERTOWN, N. Y., September 20. "The treaty should be ratified without delay and without change." Secretary of State Robert Lansing here today in the first public utterance made by him since the statement of William C. Bullitt before the senate foreign relations committee iu which it was alleged that the secretary of state on May 19 iu Paris said that if the American people knew what was in the treaty they would defeat it. "In the treaty of peace." Mr. Lansing further said, "there is nothing which invades the sovereignty of this republic or which limits in any way the full exercise of such sovereignt.1." KEY WEST. Fia., September 20. With a wrecking crew of divers examining the sunken hull and witii scores of boats searching surrounding waters and islands for trace of bodies or survivors, the fate of the 450 passengers and members of the crew of the Spanish steamer Vnlbanera, which sank during the- hurricane last week, was expected to lie cleared up today. The naval station here has offered all facilities, and witii two Cuban gunboats will aid other craft in the search. LONDON. England, September 20. The steamer West Arvadii. which on September 15 struck a mine off Terschelling, on the Dutch coast, foundered yesterday. A large part of the cotton cargo probably can be salvaged. The West Arvuda was a United Slates shipping board steamship. It had a cargo of 21.920 bales of cotton, valued at more than ,800,000. PITTSBURG. Pa.. September 20. Reports that the United States Steel corporation would shut down its plants in the Pittsburg district unless there was 100 per cent loyalty shown by the workers were denied today at the olllces of the Carnegie Steel Company, a subsidiary. The plants will oiierate as long as men report for work, it was said. NEW YORK, N. Y., September 20. Trusted messenger boys in the financial district have disappeared with nearly 1.000.000 in negotiable lionils and other securities, iu the last six months, according to an estimate made here today.
