LOUISIANA RACING MEASURE BATON ROUGE, La., June 27.— Members of the House of Representatives last night passed the Richarme measure to increase the daily license tax and regulate the sport. The vote was 75 to 13. It went over without debate. The bill was sponsored by the Louisiana Jockey Club. Under the new measure racing plants which offer purses worth more than 00 are taxed at the rate of ,000 daily. One half of this fee is to be placed at the disposal of tne parishes in which the courses are located. The Richarme bill also prohibits racing at night anywhere in the state and prohibits dog racing within fifteen miles of cities having populations of 23,000 or more. Racing at fairs does not come under the meaning of the bill. It is believed that the measure will not meet any opposition in the Senate, though opponents of dbg racing are expected to make the best stand possible. *
