UNPLEASANT CONDITIONS MONTREAL. Que.. June 28— Racing was conducted under unpleasant conditions at the Mount Royal track this afternoon. Light showers began falling at noon and later in the afternoon developed into a heavy downpour. The conditions kept down the attendance, which was confined to the regulars despite the fact that it was Ladies Day. The feature was the Tulsa Oklahoma Chamber of Commerce Race, in honor of a convention being held here, and the winner was the R. Jackson colorbearer Emplett j, which took a fair band into camp over the three-quarters route in handy fashion. The start was a ragged one and Noirette raced away in front through the pouring rain, with Emplette well back. Fire Alarm was closest in pursuit of the winner, but near the final turn Emplette moved up rapidly on the outside and, catching Noirette at the eighth pole, slowly raced the Garrity colorbearer into submission. At the end the winner was drawing away.
