NORTH CAROLINA BILL RALEIGH, N. C, May 20.— High hopes are held here that the bill creating a racing commission in Polk County, and to permit racing with pari-mutuel betting will be carried in the House. The bill passed the North Carolina Senate. A similar bill to legalize dog and horse racing in Buncombe County was passed in the House and killed in the Senate.
