JUDGE C. W. PRIMROSE DEAD BALTIMORE, Md., Jan. 12. Judge Charles W. Primrose, one of the best known racing officials in America, died at the South Baltimore General Hospital here today as a result of injuries sustained when he fell at the Bowie race track November 28. Judge Primrose was believed to be recuperating from his injuries, but a relapse occurred yesterday and blood transfusions failed to save his life. He was 78 years old, and had been actively associated with racing since the early days of Jerome Park.
