ALLEN FINED, NOE RULED OFF LOUISVILLE, Ky.. May 12.— The following ruling was handed down by the stewards at Churchill Downs this afternoon: "Jockey C. E. Allen has been fined 00 by the stewards for encaging the services of jockey Kenneth Noe. who is ruled off, in securing and reporting mounts for Allen, I in violation of the rules of racing. Noe has [ been denied entrance to the grounds."
