EXPECT RELIEF FOR RACING New York Tracks Anticipate Favorable Action at Special Session of State Legislature. ALBANY, N. Y July 27 Although Governor Lehman did not include race track legislation in his first message to the legislature at the opening of its special session Wednesday, he announced that from time to time he would send additional messages recommending action on various subjects. It is believed at the capitol that he will ask the lawmakers to reconsider the Crawford-Wallace bill, which the finance committee of the senate pigeon-holed at the last session, or possibly an entirely new measure which would provide relief for the New York racing association and at the same time yield the state additional revenue. The governor is receiving a large number of letters and communications, requesting that he take some action in behalf of racing. In addition to the petition signed by thousands of turfmen and others interested in the sport, the hotel proprietors of Saratoga Springs today asked him to recommend the passage of a racing bill. They pointed out that such action would bring Saratoga Springs, which the state is developing as a health resort, back to its old glory. The governor has not stated what he proposes to do later in the session, but he has declared that he would not oppose any legislation tending to protect the interests of The Jockey Club in the state. The Crawford-Wallace bill, which passed the assembly in the last session by the overwhelming vote of 117 to 17, only to be shunted into the senate committee and killed, was designed to provide immediate relief for the race tracks and revenue for the state by amending certain sections of the Agnew-Hart law and permitting open bookmaking at the tracks. At the last session the house also passed the Breitenbach pari-mutuel bill, 98 to 45, but this measure, too, was killed by the senate committee.
