ANNOUNCE NEW TRACK j AT OAKLAND, CALIF. I J OAKLAND, Calif., July 28. Following swiftly in the wake of the senates confirmation of Governor Rolphs racing commission appointments, comes the announcement from Sacramento of the organization and incorporation of the Oakland Jockey Club. Its purposes and plans were announced here today. They embrace the immediate construction of a magnificent racing plant in Alameda county on the outskirts of the city of Oakland. It was stated that it will be ready for racing by Thanksgiving Day.. It is reported that approximately 00,000 will be spent on improvements alone, thus assuring Oakland one of the finest racing plants in the entire country. Eugene Normile, who has been obtained to serve in the capacity of. general manager, will have complete charge of construction, equipping and managing of the track. Mr. Normile, who is already on the job, reports that actual construction will start soon and that announcement of officials, personnel, etc.. will be made shortly. The offices of the Oakland Jockey Club will be open Monday of next week in the Financial " Center Building in Oakland. ;
