! SINGLETON-VIN NOIR BARRED Arlington Downs Stewards Rule Off Trainer and Horse for Violation of Narcotic Rule. ARLINGTON, Texas, April 27. The stewards issued the following ruling and statement this afternoon. "For violation of Rule 237 in respect to the use of prohibited alkaloids and under the powers vested in the stewards under that rule, the horse Vin Noir and trainer J. Singleton have been ruled off. "The stewards have also ordered the withholding of the purse money until the matter has been finally adjudicated. "The stewards in their report to the commission once more stressed the importance of compelling all major race tracks in the state of Texas, licensed by the commission, to install receiving barns on their courses. While the stimulating of horses has been reduced to a minimum the stewards are of the opinion that isolated cases like the present one will continue to crop up unless their recommendation in respect to the receiving barns is carried out. "The stewards have also requested the commission that the powers vested in stewards of the various race courses, be extended so that they will have complete jurisdiction to enforce all the rules of the commission and not have their powers limited merely to the end of the meeting at which they serve. They have suggested that the commission constitute itself merely a court of appeals and that all initial action in respect to any infraction of the rules be left wholly within the discretion of the stewards." Vin Noir won the eighth race Friday, April 24. J. Longden, rider of Rushaway in the Centennial Exposition, was suspended for ten days for fouling Time Supply in that race.
