NAVY FLYER KILLED COLON, Panama, May 16.— Lieut. Harold P. Richards drowned when a navy amphibian plane fell into the Panama Canal north of Gamboa. Pilot Thomas M. Neal and storekeeper Henry Melville were rescued by a police launch.
