Agree to Withdraw Bill BATON ROUGE, La., June 5.— Following an agreement by opposing forces in which Mayor de Lesseps S. Morrison of New Orleans took part, an amendment to the state racing act providing for licensing of "off track" betting was withdrawn from the committee in the House of Representatives today. Under the agreement neither side is to introduce legislation on the subject in any form at this session.
