NOT THE CHIEFS AFFAIR. Timothy Dugan, father of jockey W. Dugan, applied to Chief of Police Wilson, "at Oakland, Cal., for aid in compelling his son to support him. He said he had been incapacitated for lalior, ami the sou was making lots gf money. He admitted that the boy supports his mother and sister. Chief Wilson refused to help.
