INNOVATIONS FOR TAMPA MEETING. Messrs. Strode and Fizer Make Announcement of Reforms That Will Be Carried Out. Detroit. Mich.. August 21. Messrs. Fizer and Strode departed tonight for Tampa. Fla.. where thev will remain several days before returning north to Fort Erie. While in Tampa they will attend the meeting at which the Tampa Racing Associations stockholders will elect a board of directors and other ollicers. Plans for the race meeting beginning Der comber 1 will be submitted and passed upon, nnd most of the details iu connection with the racing will be gone over and approved. It is the intention of the management to Inaugurate innovations that will be of lasting advantage to the sport. Among other reforms that will be put into effect at tho Tampa track Is tlie absolute divorcing of joint interest iu bookmaking and horse-owning. No stockholder in the Tampa track will be allowed to race any horses there, and stockholders iu the track are prohibited from having an interest in any betting book operated on the ground. The betting ring will-be open to all reputable layers. There will be no field books and no combination betting will he permitted. The secretarys office will be in charge of competent officials who will carry on their labors without fear or favor, say tlie promoters. They declare that the less influential owner will be accorded the same treatment as tlie more influential one. In case of an excess of entries for any specified race, the process of elimination will be by lot. in full view of the horsemen, and one of their number will be allowed to do the drawing. In case of fouls, the California system of vesting discretionary powers in the judges to determine the extent of tho foul committed and the setting back of the offender accordingly, will be employed.
