HORSES MAY COME BACK DUTY FREE. Washington, D. C.. August 21. Accoding to a ruling handed down yesterday by Assistant Secretary Reynolds of the Treasury Department it will not bo necessary for horsemen who are racing their strings in Canada to pay duty on their horses when they return to the United States in the fall. Former starter C. J. Fitzgerald, now manager of the Montreal race track, came here for the purpose of getting information on the tariff bill, a clause of which provides for payment of 25 per cent, duty on animals brought- into this country. As there are something like 1.000 head of American thoroughbreds racing in Canada at the present time, this would have inflicted a severe hardship on the horsemen racing on the Canadian circuit. Secretary Reynolds, however, assured Fitzgerald that these horses would be exempt from tlie duty.
