GIVING UP PUBLIC STABLE LOUISVILLE, Ky., May 20.— According to information received here from Lexington, R. C. Frakes, long one of the leading Kentucky trainers, has decided to discontinue training a public stable after June 1. Frakes has been ailing for some weeks and is desirous of taking an extended rest.
