INTERESTED SPECTATOR BOWIE, Md., April 10. Senor Marcial P. Lichauco, assistant to the attorney-general at Manila, Philippine Islands, was an interested spectator at Bowie today. He accompanied Robert I. Miller over from Washington and, during "the afternoon, accompanied starter Milton to the starting point to witness the horses leave the post. It was the first time that he witnessed a start from the stalls. Senor Lichauco is a member of the Manila Jockey Club, of which organization his father is president. There are forty-five members of the Manila Jockey Club and membership to the club is by inheritance. There are 350 native ponies registered with the club and during the year twenty-three days of racing are given. They are all amateur affairs, the prizes being gold cups and the riders in most of the races are army officers.
