MANY COUNTS AGAINST KELLY LEXINGTON, Ky., June 25.— In reply to the request of Mayor Taylor of Vancouver, for reinstatement of jockey R. Kelly, William Woodard, who ruled off the boy there last year, replied that Kelly had been guilty of foul riding, that he had been arrogant and impudent to racing officials, that he had disregarded the rules of racing, had displayed no sportsmanship whatever, had never made application for reinstatement and had in no way indicated repentance or sorrow for his misconduct.
