OPEN RULE IN MEXICO SAN DIEGO, Calif., Feb. 9. Open claiming goes into effect at Agua Caliente Wednesday. At a meeting of horsemen and officials of this plant this morning it was decided to revert back to the open claiming rule which was in effect below the border at the old Tijuana track some years ago. The horsemen accepted the cut in purse money without protest and for the remainder of the meeting the majority of the races will be for 00 purses. The question of jockeys riding "contract" for different owners aside from their regular contract employers was also brought up and that matter will be threshed out at a later date.
