MISSOURI BILL UP TO GOVERNOR JEFFERSON CITY, Mo., May 22. The Hess racing bill, which would legalize pari-mutuel betting on horse races in all parts of Missouri and on dog racing in St. Louis and within a twenty-mile radius of St. Louis, today was before Governor Park, requiring only the chief executives signature to be enacted into law. The bill, which had previously been passed by the house, was passed by the senate late yesterday by a bare constitutional majority of eighteen votes.
