PENNSYLVANIA BILL DOOMED Annual Attempt to Legalize Pari-Mutuel Measure in Keystone State Fails Again. HARRISBURG, Pa., April 5. The Pennsylvania legislatures perennial attempt to legalize pari-mutuel racing for the Keystone state seemed doomed today after several weeks in a house committee without receiving action. With Governor George H. Earle reserving a definite stand on the question, state Democratic chairman, David L. Lawrence, has declared: "To a commonwealth the size of Pennsylvania the amount of revenue to be derived from taxes on horse racing would be but a drop in the bucket and a light drop. Furthermore, I am impressed with the argument of sincere persons and groups who have protested against pari-mutuel betting." John B. Kelly, state secretary of revenue and Philedelphia Democratic leader, is the only member of the governors cabinet who has made a public stand on the pari-mutuel question. Kelly has pushed the movement from its start.
