LEGALIZE CALIFORNIA BOOKS? Assembly Committee Reports Favorably on Fulcher Measure License Fee Fixed at ,000. SACRAMENTO, Calif., April 23. Bookmakers throughout the state will be licensed and taxed if the legislature, as a whole and Governor Merrian follow the advice of the assembly committee on public morals, which today favorably reported, by a vote of 6 to 5, the Fulcher bill, number 1305. The measure would fix a license fee of ,000 for each book, and in addition, would assess a tax of five per cent on all wagers handled. The bookmakers would be required to post a bond of ,000 each. The act, if it passes, will be administered by the Department of Professional and Vocational Standards, and the moneys derived through its operation would go into the Old Age Security Act Fund.
