BILLY NEAL LOSES "BUG" ARLINGTON, Texas, April 23. Billy Neal, Americas leading rider, who is serving a suspension, became a full fledged rider with the close of todays racing. Neal rode Sun Idol to his first victory here April 24 last year. The lad, accompanied by his father, departed for Narragansett Park this morning.
