HOPKINS TO SUCCEED ROPER WASHINGTON, D. C, Dec! 23. President Roosevelt announced today that he will appoint Harry L. Hopkins to his cabinet as secretary of commerce succeeding JDaniel F. Roper, whose resignation became effective today. The appointment will actually be made tomorrow and Hopkins will be sworn into office in the Presidents study before a small group of officials and members of the Roosevelt family gathered here for the Christmas holidays. To succeed Hopkins as WPA administrator, the President will "designate" Col. F. C. Harrington, a regular Army officer, who has been serving as chief engineer for the Works Progress Administration.
