GOVERNOR HORNER SIGNS INCREASED TAKE BILL SPRINGFIELD 111 July 22 Gov Henry Horner today signed the Hubbard bill in ¬ creasing the take at Illinois tracks from 6 12 to 7 12 per cent centIn In signing the bill Governor Horner said saidDue Due to the large increase in the number of race tracks in this country the competi ¬ tion among the tracks to secure the better grade of horses has become increasingly keen which makes it necessary to increase the size of the purses or prizes in order to attract the better grade of horses horsesThe The bill states that the increase of 1 per cent in the take is made in order to permit the race tracks to offer suitable purses or prizes comparable with those offered at other tracks in the United States and in ¬ duce the owners of the best horses in the country to race them on our tracks tracksTAKES TAKES WORD OF TRACKS TRACKSThe The bill would have been far more ac ¬ ceptable if instead of stating the motive or reason for the increase it had included pro ¬ visions which would have insured that the increased take would be used only to in ¬ crease the purses However I have taken the tracks at their word and am relying on them to carry out the implied promise they have made I also have instructed the Illi ¬ nois Racing Commission in alloting dates for the horse race meeting of the several tracks to bear in mind the size of the purses offered by the applicants and to allot preferred dates to those tracks offering the largest purses pursesThe The bill leaves at 8 per cent the take allowed to licensees at Fairmount Park track near Collinsville This increased fig ¬ ure was granted to Fairmount Park track several years ago when the track needed more funds if it was to continue in opera ¬ tion
