J ; . - l i i - r l a Propose Boston Use Tax BOSTON, Mass., April 11.— The Boston City Council has adopted an order asking the corporation counsel to file a bill with the legislature which would permit the levying by the city of a "use tax on all horses entered at Suffolk Downs except those owned by residents of Boston. Coun- cillor Maurice H. Sullivan, author of the proposal, said Boston owners should be exempt because they already pay a per-, sonal property tax on their horses.
