BOOKMAKER-OWNER RULE CASE. Cincinnati, Ohio, October 12. J. U. Strode w41I submit affidavits that Ills lease of Whisk Broom and Lattice are bona fide. It Is expected that as the Racing Commission has left it to the discretion of the judges whether a leased horse from a bookmaker shall bo allowed to start. Strode will be permitted to race the leased Cook horses In future. Colonel Milton Young, of the Racing Commission, says that the commission has passed the matter of the eligibility of liorses to start under the antl-bookmaker rule to the judges. If a man has leased horses it is for the judges to determine if the transaction is a lwna fide one. If It Is, the horses can start.
