POLICE ROUT THE TOUTS AT VICTORIA. Victoria. B. C June 16. — All objectionable characters, such as touts and hangers-on around the race track, have their troubles at Victoria. As usual, a large army of these gentry put In an appearance on the opening day. . but the provincial and city police soon rounded them up. threw them in jail over night and the next morning handed them a blue paper, put them on the boat and told them one and all never to set foot on British soil again
