ANTI-BETTING LAW RIDICULED. Johannesburg. South Africa, July 19. There is great agitation against the new anti-betting bill, which prohibits all betting except on race courses on race days. The measure is generally condemned as ludicrous. It is pointed out that under its provisions a man is liable to a fine of 75, or to six months imprisonment, for betting one shilling on an England versus Australian cricket match, whereas he could wager rtii on the rise or fall of shares with impunity. A woman playing tennis or golf and indulging in a friendly bet of a cup of tea on the result will be liable to the same penalties, while for settling the bet a further flue or term of imprisonment could be imiiosecl. The Rand Daily Mail says that "it would be much simpler if the government wrapped every individual man, woman and child in the country in cotton wool and placed them In glass cases right away."
