KYNE GETS PERMIT TO i J BUILD CALIFORNIA TRACK I MARTINEZ, Calif., Sept. 3. William P. Kyne, San Francisco turf promoter, has been granted a permit to build and operate a race track in Contra Costa County by the Board of Supervisors here, it became known today. The track will likely be built in San Pablo, a few miles northeast of Oakland, where three sites are now under consideration. It is stipulated in the permit that Kyne is to pay a license fee of 50 into the county treasury for each day the track is operated, and that the racing be limited to sixty days in any one year. A. F. Bray, attorney of this city, represented Kyne. in the negotiations. Work of constructing the grandstand and stables and of grading the track will get under way before the end of September, Bray promised, and stated for Kyne that the first meeting was tentatively planned to open some time in January.
