SET TIME LIMIT FOR CLAIMS Claims at Detroit Must Be Depos ¬ ited Half Hour Before Start of ofFirst ofv v First Race Each Day DETROIT Mich June 13 Racing com ¬ missioner Mark Hanna acting on the advice of the stewards of the Detroit Racing Asso ¬ ciation recently announced a change in the present claiming rules at the Fair Grounds The new rules are as follows followsCommencing Commencing with Tuesdays races all claims must be lodged in the claiming box a half hour before the first race Thus when the races are at 230 the claiming box will be opened at 200 oclock and no claims for that days races accepted after ¬ wards This rule was tried under the Texas jurisdiction last fall and proved a success The claiming box is opened in the presence of one of the stewards and all claims for the day are placed in the custody of that body It enables them not only to pass on the legality of the claim but to staisfy them ¬ selves as to the standing of the claimant If there are two or more claims for a horse the drawing will be made in the presence of one of the stewards immediately before the race on which the claims are lodged and those who have an interest in the draw ¬ ing will be permitted to be present if they wish wishThe The stewards have also passed a rather technical question which arose from the last meeting at Kalamazoo On the last day of the meeting the races were run by the horsemen with the understanding that there would be no purses for those particular races but that the total amount taken in would be used for the liquidation of claims of the horsemen already accrued The ques ¬ tion to be solved was whether a winner that day was still a maiden The stewards have ruled that under the definitions of the com ¬ mission such horses are still maidens The definition of a purse under the rules of the racing commission is as follows A race is a contest between horses for purse stake or reward rewardAs As there was no purse stake or reward and as there is no possibility of any horse winning that day receiving any money the stewards have ruled that the contest was not a purse within the meaning of the rule
